The Impact Investment Exchange (IIX) is inviting qualified technology vendors to submit proposals for the design and development of the Orange Index™, a transformative digital platform that benchmarks national progress on gender equality and climate action through the lens of SME performance.

🌐 What is the Orange Index™?

A first-of-its-kind platform aggregating:

• Real-time SME impact data from IIX systems

• Macroeconomic, social, and environmental datasets

• SDG indicators, ESG taxonomies, and Orange Bond Principles

The goal: Equip policymakers, investors, and ecosystem actors with real-time insights into national progress on inclusive and sustainable development.

🛠️ Scope of Work

Vendors will deliver:

1. Conceptual Design – Methodology, indicators, wireframes, and user stories

2. Technology Development

   • Prototype: Functional demo with sample datasets

   • Full Build: Cloud-based platform with scalable architecture, integrated APIs, dashboards, data ingestion and visualization tools

3. Testing, Deployment & Knowledge Transfer

   • UAT, documentation, stabilization support, and team training

✅ Evaluation Criteria

Proposals will be reviewed based on:

• Experience with ESG, impact finance, or development analytics platforms

• Proficiency in index design, data weighting, and real-time data integration

• UI/UX portfolio and platform design capabilities

• Cloud infrastructure expertise (security, APIs, scalability)

• Cost-effectiveness and clarity of financial proposal

• Track record with UN agencies, DFIs, and global NGOs

📄 Proposal Requirements

Submit as a single PDF in English, including:

• Company profile + past projects (with visuals/screenshots)

• Two professional references (emails & phone numbers)

• Team structure, roles, bios/CVs, and location

• Technical proposal (max 10 pages, excluding designs)

• Wireframes/mockups (annexes)

• Financial proposal in SGD, including:

  • Total cost

  • Post-deployment support

  • Optional maintenance

  • Cost for scope/timeline changes

• Expected system performance + risk matrix
